So I finally found a thread where folks went about investigating what caused the locale cache refresh issue in the more Drupalish way:

(btw, i'm not allowed to enter a subject for my comment, so my subject is showing up as a truncated version of my comment, which doesn't mean anything. Also, the "Your Vote" business gives me 5 radio buttons, but it's not clear what the different radio buttons mean.)
