Menus to reach everything.
Repeat links and anything important in center content.
Repeat context.
Simple navigation, including back/forward links (do not rely on browser).

"Simple navigation and clear content can help adults with limited literacy skills find, understand and use health information on a website." My guess is following these rules will help you with ALL your audience segments
