And the Views issue queue guidelines which are comprehensive and rigorous and puts the entire process in one document, and almost everything can be directly or with minor adaptation applied to other projects.

How not to write a bug report- lest you think examples of bad bug reports are a straw man argument, here's a real live straw man showing how not to behave in an issue queue. Originally titled "didn't work for us" it was more correctly re-titled Vague bug report about Views 3.x with no useful information... and then it got worse.
