Bug in dev Drupal 7, uninstall hook fails for any module with dynamic permissions

Ridiculous setup-- it uninstalls, and then calls functions in the module that has been uninstalled-- module_invoke will run on a module that is not enabled (see http://api.drupal.org/api/function/module_hook/7 )

In short this silliness will fail for any module that has dynamic permissions.
