Maybe it is a VMWare Fusion problem.
[then it suddenly went away so i stopped researching]
Did not go away next time (this is months later that it happened again, Ubuntu and everything had been running a long time if that means anything) and had to restart. Without ability to switch to other workspaces to close things there because no working mouse. Damn.
Workaround
Seems i can fix this by dragging a text document into the VM from the host OS.
