1and1 does not do custom nameservers.
Enom does.
Dreamhost domain management also allows custom nameservers.
Most Drupal shops point their own DNS at their hosts:
Lullabot, Palantir, DevSeed uses http://networkredux.net/
Acquia is using http://www.nettica.com/
