This was a client request.
Answer: No.
I spoke with the developer of Ubercart during the Drupal conference we attended last week.
He said there are better, and legal, solutions as an alternative to what was discussed on this thread, and don't work the same way now anyway:

all offer storage of credit cards securely on their servers and Ubercart has integration for repurchases and subscription payments. To legally store credit card numbers on your servers requires clearing a long list of requirements.

A lot of clients want this
A lot of clients want this functionality and don't understand why it's not there.
"After all, we store credit cards in X spreadsheet or Y website already!"
They do not realize that storing CC #'s, along with the expiration, CSV and billing address in these ways is a big no no. You can quickly tell them the security agreements they are breaking with their merchant service provider and the fines that they could face. This will help them to understand how serious the matter is.
