Who can add RSS feeds, where, and how?

As-yet unresolved: which users can add RSS feeds (to action groups, or to cities, or to countries?) and how this technically is done.

Internal paths in single or double quotes, written as "internal:node/99", for example, are replaced with the appropriate absolute URL or path.
