Restore/Re-install Ubuntu 13.10 using old /home

When re-using /home, you can't re-use the config files for different distros, or usually even different versions of the same distro. This is because different distros use different file system arrangements, and will have different versions of your favorite programs. When updating a given distro - you still have newer app versions which often bork from old config file settings.
