Get development and site-building modules and enable and configure them automaticallyGet development and site-building modules and enable and configure them automatically

update: it exists, http://drupal.org/sandbox/mlncn/1204336
it should be a drush script that puts files in sites/all/modules/devel
keeps them up-to-date with git
and then enables them
http://drupal.org/project/environment
is just too much overhead.
Basically all the reasonable approaches are here:
http://drupal.stackexchange.com/questions/785/drush-enable-disable-devel-modules
Even if we use the Lullabot devel module, https://github.com/lullabot/lbdev -- we still want to make sure the code is actually there.
More like this
- Enabling and disabling modules based on environment
- Cloning git locally to test a Drupal module in development on multiple sites
- Agaric wants a Drupal module that lists recently enabled and disabled modules in a block
- Locale subset module motivation: remove, hide, get rid of non-public UI strings
- Available role: A module for Drupal to allow users to choose which roles permitted to them they currently use
