Custom UI for taxonomy: might as well not associate it with any vocab

Taxonomy will automatically add something to each node that is associated with it. There's no way out of it.

See http://api.drupal.org/api/function/taxonomy_form_alter/5

So to avoid that overhead, rather than unsetting the work that taxonomy does and then doing things the taxonomy_place way, we should keep track of what content types are place-enabled on our own (just like location-enabled) and not have any content types associated with the Place vocabulary (as far as taxonomy.module is concerned).

As long as the node is attached to a term (term_node table) it will show up.

Might be nice if non-Taxonomy.module vocabularies would have a chance to just tell taxonomy.module, before it goes into its form_alter routine--- it's ok, we've got this one.
